WEBINAR DESCRIPTIONHow does your captive measure up? Vermont’s Captive Insurance Division receives annual financial filing data from every active captive domiciled in the state—and that aggregate picture is a powerful benchmarking tool hiding in plain sight. In this one-hour session, a team of Vermont DFR regulators and an experienced VCIA member actuary will walk you through exactly how that data is compiled, what it reveals, and how to use it to strengthen your captive’s financial position.
Becky Aitchison, Captive Insurance Analyst/Examiner III at the Vermont Department of Financial Regulation, will open with a guided tour of DFR’s proprietary captive database and the annual aggregate report—what is public, what is confidential, and which key financial ratios regulators use to monitor the health of your captive. Maigh Wright, Vice President—Actuarial Consultant, Marsh Captive Solutions, will provide an independent, practitioner’s view of actuarial benchmarking—examining how captives can use loss development patterns, reserve adequacy metrics, and peer-group comparisons to evaluate program performance and identify areas for improvement. Jim DeVoe-Talluto, Assistant Director of Captive Insurance at Vermont DFR, will bring a regulatory and strategic lens to the conversation, discussing how benchmarking data informs licensing decisions, financial surveillance priorities, and the department’s approach to captive oversight in a growing domicile.

After completing this webinar, participants will be able to:
- Describe the Vermont DFR’s annual captive aggregate report—what data it contains, how it is compiled from annual statement filings, and the distinction between public and confidential information.
Identify the key financial ratios—including loss ratios, combined ratios, underwriting leverage, and surplus metrics—used by the DFR to monitor captive financial health, and interpret how your captive’s ratios compare to the Vermont aggregate by captive type.
- Explain the regulatory context for benchmarking requests—including how Vermont DFR uses ranking and ratio data in the captive application, business plan changes, and financial surveillance processes.
Apply actuarial benchmarking tools—including loss development patterns, reserve adequacy analysis, and peer-group comparisons by industry and captive type—to evaluate program performance and identify emerging areas of concern.
- Implement at least one actionable benchmarking practice—such as comparing captive performance against Vermont aggregate data or adopting a formal claims performance monitoring framework—within their own captive program.

Speakers

Jim DeVoe-Talluto is an Assistant Director with the Vermont Department of Financial Regulation – Captive Division, where he directly supports the Deputy Commissioner of Captives in licensing, strategic planning, legislative initiatives and industry outreach. Jim joined the Captive Division in 2004 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Jim spent three years in public accounting and captive management. Jim earned a MS in Accounting and MBA from Northeastern University and a BA in English from Stanford University.

Becky Aitchison is a DFR Examiner with the State of Vermont supporting the Deputy, Director and Assistant Director of the Captive Insurance Division. Becky oversees the proprietary captive database and reporting of aggregate captive data, reviews captive applications for licensing and approval, prepares and updates forms used by industry, including the Vermont Captive Annual Report, monitors the financial condition of captive insurers domiciled in Vermont, and promotes captive industry outreach.
Becky has been with the Captive Division since 2017, and prior to joining the Division, she spent twenty-seven years as a captive manager responsible for several complex captive programs.
Becky holds a BS in Accounting from the University of Southern Maine.

Maigh Wright’s aim as a consulting actuary in the Property & Casualty field is to provide valuable insight into the risk management practices of my clients. Her experience includes loss reserving, ratemaking, and data analysis for a variety of client types including multiline property and casualty insurers, captives, self-insurers, risk retention groups, reinsurance pools, and state insurance departments. She was an Associate Actuary at Milliman for ten years before assuming her current role, in 2020, as Marsh’s Vice President & Actuarial Consultant.
