Ian Davis, MPA is President of the Vermont Captive Insurance Association (VCIA), the largest captive insurance trade association in the world and a respected authority in the global captive industry. With experience spanning both public and private sectors, Davis brings a distinctive blend of strategic vision, policy expertise, and collaborative leadership to the role. Prior to joining VCIA, Davis served as Senior Vice President of Captive Insurance at M&T Bank, where he managed a diverse portfolio and led initiatives to strengthen client relationships, improve operational efficiency, and drive institutional growth.
He previously held the role of Director of Financial Services for the Vermont Agency of Commerce and Community Development, where he helped reinforce Vermont’s position as a leading captive domicile through legislative advocacy, strategic marketing and communications, and economic development initiatives.
A longtime contributor to VCIA’s mission, Davis has served on its Board of Directors, chaired its Annual Conference, and helped shape the association’s 2025 strategic plan. His industry leadership includes delivering legislative testimony, engaging with federal policymakers, and building coalitions across sectors to advance captive insurance priorities.
Recognized by prominent trade and business publications for his strategic insight and leadership, Davis is known for translating vision into impact, advancing institutional excellence, and driving strategic growth. He holds a Master of Public Administration from the University of Vermont.

A lifelong learner, skilled educator, and the newest member of the VCIA team, Kim McCray-Woodruff loves to learn, teach, collaborate, and create learning experiences that make a difference. Her work includes a blend of relevant experiences in education (informal, formal, and higher education), public programs, professional development, and adult learning.
She comes from 20+ years in the museum field where she worked in a variety of museums (the Smithsonian Institution’s National Postal Museum, the Nantucket Historical Association, Shelburne Museum) and taught as a full-time Lecturer for Baylor University’s Museum Studies Program. She currently teaches as adjunct faculty for Johns Hopkins University’s Master of Arts in Museum Studies Program.
Kim holds a Bachelor of Arts in Journalism and Mass Communication and a Bachelor of Arts in American Studies—both from Saint Michael’s College, a Master of Arts in Liberal Studies (concentration American Studies) from Georgetown University, and a Ph.D. in Educational Studies(concentrations in museum education, public programs, and adult learning) from Lesley University.

Diane Leach joined the Vermont Captive Insurance Association in 1987 and is the Director of Education and Program Planning. She started her captive insurance career in 1984, working for American Risk Management, Corp. in the accounting and administration areas. Her involvement with the Association began during its early stages and has continued through its current maturity. She is a past Board member of the Vermont Society of Association Executives and a member of the American Society of Association Executives.

Jocelyn Lamb joined VCIA in January 2023 as Accounting Manager. She graduated magna cum laude from Northern Vermont University (formerly known as Johnson State College) in 2010, with a bachelor’s degree in business. Prior to this role, she spent just over 11 years as an insurance examiner in the Captive Insurance Division of the Vermont Department of Financial Regulation, where she contributed to the regulation and analysis of Vermont domiciled captive insurance companies.
She and her husband also own their own small business, a 3,000-tap sugaring operation in northern VT on land that has been in the family for generations. Jocelyn is excited to remain in the captive industry and experience it from an additional perspective!

Francis McGill is the longest serving full-time VCIA staff member. In 2025, he operated as the creative lead in transforming VCIA's visual brand by revitalizing VCIA's website and digital footprint, as well as modernizing the association's logo which reflects VCIA's hard-earned reputation of "Captive Excellence Starts Here."
Francis creates and manages all communications from VCIA, including press releases from the President and Board of Directors, and conference marketing and information. A strategic, innovative thinker, he thrives on close-knit collaboration which the talented VCIA staff always provides.
Francis has close to 15 years of marketing and communications experience, is a published poet, playwright and story teller on the side, and enjoys deepening his professional knowledge in business operations and association management. He holds a magna cum laude Bachelor of Arts degree in English and Philosophy from the University of Scranton.

Angie Armour joins the VCIA team after 21 years at Saint Michael’s College where she was most recently the Executive Director of Institutional Advancement. At SMC, she led a team of 12 who worked with the College’s largest donors and hundreds of alumni and parent volunteers and served on the search committee that helped to hire the newly named president. She also spent 12 years as the College’s director of alumni and family engagement and prior to that worked in the Athletic Department’s sports information office.
A native Vermonter, Angie has spent her career building relationships and traveling the country on behalf of her alma mater. She is a 1999 graduate of Saint Michael’s with a bachelor’s in journalism and earned her master’s degree in 2009 in administration and management.

Drew Frazier joined VCIA in October 2023 after more than a decade managing creative and technical projects in the community media space. Through his work at Burlington’s Media Factory, he helped spearhead many collaborative initiatives, including the Vermont Media Exchange and Localeyz, an integrated content management system built with React and Webflow. He has been actively involved in the Vermont arts community, working with PechaKucha Night Burlington, Sundog Poetry, and Cradle to Grave Arts. He lives in Burlington.

Nikki Fitzcharles has over twenty-five years of experience supporting a wide variety of philanthropists, non-profit organizations, small businesses and entrepreneurs. She has the unique combination of hands-on administration that maximizes organizational effectiveness, operations-oriented leadership that ensures efficiency, and people-oriented guidance that yields productivity. She brings VCIA a depth of experience with event planning and financial management.
Nikki is a native Vermonter and resides in South Burlington, VT. She enjoys traveling, time with her family and exploring the great outdoors in her free time.
