In this one-hour session, a team of Vermont DFR regulators and an experienced VCIA member actuary walk you through exactly how that data is compiled, what it reveals, and how to use it to strengthen your captive’s financial position.

Becky Aitchison
Captive Insurance Analyst/Examiner III

Becky Aitchison is a DFR Examiner with the State of Vermont supporting the Deputy, Director and Assistant Director of the Captive Insurance Division.  Becky oversees the proprietary captive database and reporting of aggregate captive data, reviews captive applications for licensing and approval, prepares and updates forms used by industry, including the Vermont Captive Annual Report, monitors the financial condition of captive insurers domiciled in Vermont, and promotes captive industry outreach.

Becky has been with the Captive Division since 2017, and prior to joining the Division, she spent twenty-seven years as a captive manager responsible for several complex captive programs.

Becky holds a BS in Accounting from the University of Southern Maine.

Maigh Wright
Vice President & Actuarial Consultant

Maigh Wright’s aim as a consulting actuary in the Property & Casualty field is to provide valuable insight into the risk management practices of my clients. Her experience includes loss reserving, ratemaking, and data analysis for a variety of client types including multiline property and casualty insurers, captives, self-insurers, risk retention groups, reinsurance pools, and state insurance departments. She was an Associate Actuary at Milliman for ten years before assuming her current role, in 2020, as Marsh’s Vice President & Actuarial Consultant.

Jim DeVoe-Talluto
Assistant Director of Captive Insurance

Jim DeVoe-Talluto is an Assistant Director with the Vermont Department of Financial Regulation – Captive Division, where he directly supports the Deputy Commissioner of Captives in licensing, strategic planning, legislative initiatives and industry outreach. Jim joined the Captive Division in 2004 and has been involved in all aspects of the analysis and examination processes.  Prior to joining the Captive Division, Jim spent three years in public accounting and captive management.  Jim earned a MS in Accounting and MBA from Northeastern University and a BA in English from Stanford University.
