As Deputy Commissioner, Christine Brown currently leads the Captive Insurance Division of the Vermont Department of Financial Regulation. She is responsible for the administration and regulation of captive insurance companies and risk retention groups.
Christine has been with the Captive Division since 2003, previously serving as Director of Captive Insurance, and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Christine spent seven years in public accounting, including four years with Johnson Lambert, LLP in Burlington, VT, specializing in captive insurance, and three years with Ernst & Young, LLP in Boston, MA.
Christine received a MS in Accounting and MBA from Northeastern University and a BA in Political Science from Regis College.


Jim DeVoe-Talluto is an Assistant Director with the Vermont Department of Financial Regulation – Captive Division, where he directly supports the Deputy Commissioner of Captives in licensing, strategic planning, legislative initiatives and industry outreach. Jim joined the Captive Division in 2004 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Jim spent three years in public accounting and captive management. Jim earned a MS in Accounting and MBA from Northeastern University and a BA in English from Stanford University.


Dan Petterson serves as the Director of Captive Examinations at the Vermont Division of Captive Insurance, where he leads a team of 24 examiners dedicated to ensuring that Vermont's captive insurance companies operate responsibly and in compliance with applicable regulations. Prior to this role, Dan spent four years with the Vermont Division of Insurance, overseeing traditional insurance companies as an Administrative Insurance Examiner. Before becoming a regulator, Dan worked in public accounting for six years, including three years with PricewaterhouseCoopers, primarily focused on the insurance industry. He holds an undergraduate degree in accounting from Castleton State College and a Master of Business Administration from the University of New Hampshire.
